Q stands for quality time, the good time that will come with Obama being the next president of the US.
It's a newspaper telling that "'Bushism' will be over soon". I'm so happy for the whole united states that they voted for Obama to become the next president!

In Malaysia we have Quality Month mainly for Government Sector just to remind them to have Quality services to public.

We certainly say 'quality time' in Australia! It's usually the brief but meaningful time a parent snatches with a child after work. Something like that.
